The fees for delegates and observers cover Conference and Youth Forum venue facilities; all official documentation; participants kit; all meals during the Youth Forum dates; lunches from Monday to Friday during the Conference dates as well as an opening dinner and farewell banquet; social activities and special events organised by the Azerbaijani Hosts; transport from official ports of entry to the Scout Family Hotels and back during the official arrival and departure dates; transport to programme events and to and from the event venues.
The participation fees for the events were set at the meeting of the World Scout Committee in September 2013. In response to Conference Resolution 6/02 adopted in 2002 in Thessaloniki, a special combined “Forum + Conference” fee is proposed for participants below the age of 26 attending both events. This combined fee provides a significant discount when compared with the fee for attending only the Forum. It makes it possible for participants below the age of 26, who would in any case attend the Conference, to also participate at the Forum (4 days full board and the Interevent) for an additional USD33 (for Category A) to USD180 (for Category D).

The Association of Scouts of Azerbaijan, sharing scout values and taking into account the econjnbomic situation of the developing countries, tends to ensure the maximum availability of participation in the Forum/Conference to all WOSM member countries. The Host Committee has established a fund to provide financial support to countries that are experiencing financial difficulties and arranged the biggest Solidarity Operation "Həmrəylik" for the WSYF & WSC ever. "Həmrəylik" is the Azerbaijani word for "Solidarity". Hence every NSO/NSA can be a part of the global decision making on the future of the World Scouting. We also hope to encourage more young delegates, man and woman, to the participating in the key decision making Scouting events.
